Movilidad del personal altamente calificado: un panorama internacional

La migración internacional de personal altamente calificado no es un fenómeno nuevo. Las personas altamente calificadas siempre han elegido destinos donde pudieran obtener el mayor rédito de sus cualidades. Sin embargo, en este mundo cada vez más globalizado, esta migración no sólo ha aumentado en cantidad sino que también ha cambiado de destino. Los Estados Unidos, el destino más atractivo tradicionalmente, está perdiendo su atracción, mientras que otros países industrializados compiten despiadadamente por la escasa oferta de talento. Asimismo, como consecuencia del desarrollo económico de algunos países de origen, en especial la India y la China, estos países han comenzado a reorganizarse y a retener a los profesionales. Este estudio se ocupa de las tendencias y los patrones cambiantes de las personas altamente calificadas en todo el mundo.

International migration of the highly-skilled is not a new phenomenon. Qualified people have always moved to destinations where they can make the most of their qualities. However, in an increasingly globalised world, not only the numbers have gone up dramatically, but the flows are changing direction as well. The United States, traditionally the most attractive destination, is losing some of its appeal, while at the same time other industrialised countries are competing harder for the scarce talent. In addition, with the economic development of some of the source countries, in particular China and India, these countries are starting to pull back and retain their skilled people. This paper looks at the trends and shifting pattern of highly-skilled people across the globe.
